Forest Health Program Manager
Trinity County Resource Conservation District is accepting applications for the position of Program Manager. The Program Manager will direct and oversee all aspects of the Forest Health program under the supervision of the District Manager. This position requires a person who can work effectively in a collaborative environment, is self-directed, who is comfortable working independently, and who can motivate themselves and their department to a high level of work quality, efficiency, and professionalism. The Program Manager is a full-time, fully benefited position. The candidate list generated from this announcement will be used to fill future vacancies in this job classification.
REQUIRED QUALIFICATIONS:
- Program Manager: Five years or more of combined education and professional experience in natural resources, developing, coordinating, and implementing resource-related projects, including managing project budgets and personnel.
- Proficient with Microsoft Office, ESRI ArcGIS, and GPS software and hardware, with the ability to effectively manage data.
- Self-directed, with supervisory experience and the ability to prioritize and coordinate workload, both independently and as part of a team.
- Excellent interpersonal skills and ability to develop and maintain partnerships with landowners and other agencies, including people with a wide range of backgrounds and communication styles.
- Excellent oral and written communication and organizational skills, including ability to write clear, accurate, and effective reports.
- Project management skills including experience developing and managing budgets and prioritizing multiple projects simultaneously.
- Valid California driver’s license with a clean driving record and motor vehicle insurance.
DESIRED QUALIFICATIONS:
Preference will be given to candidates with the following skills and experience:
- Knowledge of local, state, and federal environmental policies and regulations pertaining to resource management programs, including NEPA and CEQA processes.
- A four-year college degree in a natural resource-related field, such as forestry, ecology, biology, botany, environmental sciences, or a related field.
- Knowledge of Landowner assistance programs such as Cal-Fire CFIP and NRCS EQIP programs.
- Possession of professional licenses and/or training such as RPF, Arborist, Engineer, USFS NEPA Interdisciplinary Team Leader, Archaeologist, or other professionally recognized license or training.
- Knowledge of forestry practices for forest health including fuels reduction, prescribed fire for vegetation management, and watershed restoration.
- Experience managing staff, providing training and mentorship, and completing performance evaluations.
- Experience managing contracts and operations related to forestry projects; i.e. mastication or fuels crews. Knowledge of California contracting laws and regulations.
- Knowledge of threatened and endangered species, carbon sequestration, rare and sensitive plant surveys, and wetlands delineation.
- Experience developing grant proposals. Record of funded grant proposals desired.
DUTIES:
The Program Manager will perform a wide variety of natural resources-related work, including but not limited to:
- Oversee overall operation of Forest Health program.
- Proposal development for future projects (Grant/Agreement writing).
- Assist with design and implementation of forestry and fuels reduction projects, including preparing project maps and prescriptions and coordinating logistics for implementation.
- Facilitation of Weaverville Community Forest Steering Committee and Stewardship work.
- Preparation of and oversight of project contracts.
- Participate in personnel performance evaluations of subordinate staff.
- Complete on-site inspections to evaluate progress and project compliance with plans, specifications, and overall objectives.
- Conduct project monitoring to evaluate results and trends, and recommend improvements to project designs.
- Develop detailed reports, invoices, and presentations for projects.
- Coordinate with project partners on long term and immediate goals, including the US Bureau of Land Management, United State Forest Service, CAL FIRE, and other state, local, and private organizations. Represent TCRCD in meetings with the Trinity County Fire Safe Council, Trinity County Collaborative Group, Weaverville Community Forest Steering Committee, and other groups.
- Attend required meetings.
- Work with District staff to ensure budgets are maintained.
- Other duties as assigned.
WORK ENVIRONMENT:
Office and field work, with the majority occurring in an office setting. Typical workweeks are four, 10-hour days, or five, 8-hour days.

Watershed Program Manager
The Trinity County Resource Conservation District is accepting applications for the position of Watershed Program Manager. The Watershed Program Manager works under the direct supervision of the District Manager. This is a full-time position with flexible scheduling, paid leave, and medical benefits. District employees are subject to normal management reviews and serve at the discretion of the Board of Directors.
The Watershed Program Manager will develop, promote, and implement watershed improvement and planning projects for various and ongoing resource conservation projects for habitat restoration, planning, in-stream and watershed stewardship, vegetation management, and forest health projects. This position will be involved in all aspects of program management including project planning, grant writing, budgeting, invoicing, reporting, project coordination, and environmental compliance. This is a supervisory position.
MINIMUM QUALIFICATIONS:
- General knowledge of watershed management strategies and ongoing watershed work within Trinity County, California, or similar.
- Excellent organizational, verbal, and written communication skills.
- Ability to communicate with people of all backgrounds.
- Experience supervising staff and projects.
- Experience writing or managing grants and projects with budgeting, invoicing, reporting requirements, and deadlines.
- Self-directed with the ability to prioritize and coordinate workload, both independently and as part of a team.
- Experience collaborating closely with local, state, and federal partners.
- Proficient with Microsoft Office.
- Knowledge and experience working in an office setting and tracking projects.
- Five years or more of combined education and professional experience in natural resources-related projects, and/or a Bachelor’s or Master’s degree in environmental sciences or related natural resources field, such as limnology, watershed sciences, hydrology, fisheries, ecology, biology, botany, environmental sciences, etc.
DESIRED QUALIFICATIONS:
In addition to the minimum qualifications, the ideal candidate would have:
- Knowledge of conservation districts, nonprofit, and/or grant-based agencies.
- Prior experience conducting watershed monitoring surveys and/or related watershed fieldwork tasks.
- Prior experience collaborating on watershed or other management plans and documents.
- Knowledge of local, state, and federal environmental policies and regulations pertaining to resource management programs, including NEPA and CEQA processes.

DUTIES:
Position duties may include the following depending on program needs:
- Direct or support all current watershed projects including grant oversight, budgeting, contracting, supervising, and project planning and implementation.
- Develop future projects in the form of grants and agreements with local, state, and federal partners and funding entities.
- Complete invoicing and reporting for all projects in the Watershed Program.
- Develop detailed reports and presentations for projects for various councils, as requested.
- Collaborate with partnering agencies, councils, and community groups to support the mission of the Trinity County RCD.
- Supervise Watershed Project Coordinator, Watershed Conservation Technicians, Americorps Program Members, and Watershed Interns. Participate in personnel performance evaluations of subordinate staff.
- Support other departments in program and project development and collaborate on ongoing projects.
- Perform other duties as assigned.
WORK ENVIRONMENT:
Approximately 85% Office and 15% site, event, or fieldwork. Depending on the season and project locations, this position requires flexibility.
